Ys: I've seen some fan translations floating around, but with so many Famicom RPGs, I'm wondering if they are worth playing or getting reproductions made of. I beleive the first two were made for the Famicom.
Ys III has a Famicom version too but no one translated that yet.

Ys II starts off where the first one left off so yes play the first.
