Something very odd just happened to me tonight. I received a message from paypal saying the following:
"Guy XX sent you $1.00 USD"
This seems quite scammish to me, and I am wondering if the sender's account had been compromised, if my account had been compromised, etc.
It is particularly alarming to me as I had received this message from a member here, to whom I had just recently sold a large set of items.
Thoughts on what to do next?
Indeed sounds suspicious. Is the mail 100% from Paypal? Any links in the mail that the URL is funky? Was it sent to your junk folder? Does the notification have your name on?
You could try logging in to Paypal on a separate computer / device using a different browser. Is the balance there? Any notes to go with it?
Just like Luke said, engage standard security protocol >> check the sender, inspect your browser/computer/device, change your email/PayPal passwords and keep cleaning them cookies.
Last thing you can do, is to notify the PayPal, but they could freeze your account while investigating...

As already said, the first step when getting such an email is logging into Paypal to check if it's legit, and then I'd say ask the (alleged) sender what's it about.
