I found a seller on Ebay selling a bunch of bootleg Famicom games. The strange part is that around 75% of them are in shells for random Hudson Soft games. Is there a reason for this (easy rewritability, mapper support, etc) or is it just whatever carts the bootlegger had on hand (if that was the case, you'd think there would be a lot more Pro Yakyuu carts in there though).

They're nothing special, just old bootlegs from the late 80s and early 90s ;)
Not Hudson shells either, just bootlegged carts featuring labels that copied that design.
It's one of many generic bootleg label designs from that time period.
I take my previous answer back. A few days ago I saw something, and late last night a lightbulb turned on in my head over these cartridges. I'll post more details later, but these could be more signficant than I originally thought. ;D :o
I think it's quite possible Hudson had their hand in the mix

It wouldn't have been the first time something like this happened, as there was a ton of Konami games, including both chipped and globs version of Contra, that were fakes (well fake shells and legit PCBs) likely endorsed by Konami.
A few days back I saw a picture of a clone machine made by Hudson's Taiwan division / joint venture project (I forget the exact relations, but Hudson was definitely involved). While at first I thought it was just a neat obscure clone machine, what later struck me was that the cartridge stuck inside the machine was one of these pirates with the Hudson-inspired Hu label.
Coincidence? Possibly, but it just seemed really odd, especially when l had later learned the picture came from a guy (non-collector/gamer) whose dad used to work for the company back in the day. I tried to inquire more, but sadly the dad had passed away a few years back :'(
