I really don't think there is a way to tell...a PAL Famicom is easy to tell, but that's it really...

All you need to know is that anything from Japan is NTSC.  Anything from the rest of Asia is PAL except South Korea.

What I'm having trouble with is looking at the cart or game and telling which it is. I buy games from Hong Kong every once in a while and sometimes the seller says "Japan Import" and sometimes the seller says nothing. Just wondering if there is another way to tell other than geography. I guess it wouldn't matter much if there's no lockout chip, right?

Yeah, shouldn't matter.  I don't know of any way to tell.

That's why I rarely buy games from eBay, you never know if it's a PAL version or not anymore.
