Just curious which games have them (pirates, too). I know S.C.A.T. and a few Sesame Street NES games have them, but I don't think I've run across any for the Famicom.

Bishojou Sexy Derby has an extremely crappy one that sounds when you press "A" to start a race.
Zombie Hunter yells "HiScore!" and "Zombie Hunter!" and yells something else in Japanese when you die. It's really grating.
In the Adventures of Bayou Billy, there is a voice sample when you start the game.
And in there's one in Klax too.
"Moero!! Pro Yakyuu" Has voice synthesis, I think.
Spartan X, most of the sounds are sampled.
Or Kung Fu, if you're American.
Action 52 has sampled sounds in the title screen, too.

Bases Loaded has plenty; the Famicom version uses a special sound chip to play 'em, whereas the NES version just does it the usual way via the DPCM channel.
In Gradius II, the narrator/announcer guy tells you what power up you just selected.
...when it isn't being drowned out by all the noisy debris that usually takes place.
TMNT tournament fighters has some sampled voices. Mickey safari in letterland has a lot of voices too (but don't know if was released in japan)

World Championship Wrestling at the title screen. Not sure if the Famicom Game its based off of has this since the character rosters are mostly different.
Knight Move for the FDS plays some sampled voice when you die (fall in a hole). Sounds like "oh no, oh no, oh no, ...".
