I think Hong Kong and Korea are fairly big on pirate markets, too.

China actually kinda sucks, unless you consider Taiwan a part of China. The Taiwanese would be peeved. In the mainland, all you'll find are cheaply-made multicarts with few good games and a crap load of Chinese-language RPGs that are boring and impossible to play.

Brazil kinda sucks, too. Not because they don't have good games, but because they don't take care of them, so you'll mostly find scuffed carts and torn labels. Lots of water damaged carts.

The best places, imo:

1. Taiwan
2. Argentina
3. Thailand
4. Hong Kong -- for pirate disks, mostly
5. Korea

I think there are some Mediterranean ountries that have a decent selection of cheaply mades.

Yup, Argentina is a great place to get pirates, I have the good luck to live there, but it sucks if u try to get originals.
