finally managed to get my rockman 2 cartridge apart and took a picture of the pcb. Looks very legit to me but I was just wondering if there's anyway to verify for sure that it's not a bootleg/pirate?

I see Nintendo branding on the PCB plus a real MMC1 chip. Looks legit to me.
