Does anybody know how to clean carts like this one?

It was all covered with transparent tape... damn the previous  owner :X

Have you tried alcohol or nail polish remover?

Nail-polish-remover (acetone) will very-easily melt the plastic, causing white streaks or other cosmetic marring.

Zippo-lighter fluid would be a better solution, as it dissolves the gum left behind by tape, and can then be cleaned with 91% isopropyl alcohol.

You can also run it over a plastic buffing wheel with blue compound, which may remove the dried gum... :bomb:

91% alcohol is what I would definitely recommend. Its very effective at removing all kinds of gunk.
