Title: NES Advantage controller not working

I have just bought two NES Advantage controllers for $4 total.  One of them works fine and the other does not work at all.  When I open up the non-working one everything inside looks fine.  I checked the connection between the wires on the board and the connector that goes to the NES and they are fine; continuity wise.  Using my multimeter I checked the resistors and they are around what they indicate they should be.  When I press the A or B button the little LED does not light up.  Any ideas on what else I can try?

If you have ruled out every common issue then replace the 4021 and 7404, both are extremely common and cheap.

I have the cable with the white strip in player 1 and the other one in player 2.  No matter which player I have the player select switch set to, it still doesn't work.

Is there a test I can do on the chips to see if they work before I go about de-soldering them?  I just never de-soldered IC chips before, have done soldering before, and don't want to waste my time if that isn't the problem.  Trying to figure out the problem without just replace all of the components.  I know all the resistors are good based on their color code.
