Title: A strange Famicom device?

My friend find this device put on a FC+FDS in a old toy store.
Is it a GAME DOCTOR?
Or any one knows what is this ?

It looks like some sort of development tool. More photos are needed, for sure.

It's a game copier.  Like the SNES game doctors, I've seen them before but not had one.

what does it copy to? floppy disk?

I've seen cart to cart copiers funnily enough, but this doesn't look like it has a second slot, so I i cart to disk.
Theory until proven of course!
