It's a sketch from the russian stand-up comedy TV show called "Comedy Club".
The idea is that everyone in Russia knows about Battle City, this game is pretty mainstream here. That's because Dendy famiclone was highly popular here in the 90s and this game was on every multicart. Hell, even my dad remembers "Tanchiki" (that's how we used to call it).
