Power Brick Only Outputs Less Than DC 1v, Replace Capacitor or Rewind?

Hi. The power brick/power adapter (what's it officially called by the way?) only outputs less than DC 1v,
does the capacitor inside it just needs replacing or it has to be rewound to 100v (DC 10v, 850mA, Made in Japan, original 1983 first batch) again?
