Samurai Spirits

I'm curious is anyone knows what Rex has to to with Sachen, if anything. Both of them released Samurai Spirits, and while I've never played the Sachen version, I'd imagine there are many similarities. So, did Rex just steal Sachen's game? I imagine not, since the label says "reprogrammed," which sounds like Rex had permission from Sachen. Of course, Rex continued the Samurai Spirits series with parts II and III, though I've never seen part II. I think Sachen left it at one.

Also, does the Sachen version have the pink flower petals during the intro?

The Sachen version isn't really Samurai Spirits at all, it's just Street Heroes with a different intro and title screen, so I don't think they're related at all. the "reprogrammed" text on the Rex version is probably in reference to the official home ports of various snk games, which all said "reprogrammed by (whoever)" as well - maybe they were aiming to add a bit more faux-authenticity or something.

as for the second and third parts, i think its quite likely that only 1 and 3 exist as Rex games - there is a 2 that seems to be made by a different company entirely, it's possible Rex never made a 2 and just shoved a rushed 3 out to one-up their competitor (the Rex version of 3 I've played is just the first one with a different title screen and half  the characters, repeated three times each, resulting in a drastically inferior game to their own original)

Someone stole yoko 's fighting engine and made some crappy fighting games, then someone stole the engine and made some other crappy games... etc.
I think that almost every unlicensed fighting game on the famicom uses the same engine (except for YOKO 's mortal kombat and CONY 's fighting engine) but music, grafic and some other stuff are changed.
That's what I think...

So Street Heroes (Sachen's Samurai Spirits) doesn't have pink flower petals?

it does have pink flower petals, but only the "samurai spirits" version - the intro in that version is a copy of the samurai spirits one, but street heroes has an original intro
