Technically, I don't see why it would no longer work.  That is to say, it should be able to send and receive data over a telephone line.

However, the server which it was intended to connect to (and which the software was designed to interact with) are long gone, so you won't be able to do much with it.

Aside from serious reverse-engineering to figure out how it works and writing custom software for the FC to use, you won't get much utility out of it.

the sega channel never used a server, in the sense that you are thinking of it. it was a broadcast cable channel, and acted exactly as such. In order to play the sega channel now you'd have to have someone to broadcast the signal for you to receive as well as access to the database of the games (think pay-per-movies).
