Maybe because books are only words and no graphic display.  That's what I think.
With books you have at least to use your imagination if somebody's head is cut off.

Books have been banned by people and governments (coughconservativescough) throughout history. But I think since the First Amendment, even with some government lighting book on fire, we have a wholly ingrained mindset about books, similar to what manuel expresses. I think that since writing in general and books have been around so long, and they're seen as democratizing, books are accepted and allowed. But that doesn't stop people from trying to ban Harry Potter, Cuban books, etc., from libraries here. Sure books are for entertainment at times, but often are keeping free the marketplace of ideas, whereas vgs are almost always nothing more than entertainment, with the exception of the few that sell themselves as educational.
