Kid Icarus nes cart screenshot enemy doesn't exist

Has anybody ever noticed that the enemy pictured on the front of the North America nes cart and box art,  doesn't exist at all in the game. I wonder if it was a Prototype enemy. The closest thing it resembles is a flying pluton.

Looks like a Pluton Fly to me. They just didn't draw him exactly like he appears in the game, much like Pit.
