Keitai Denjū Telefang .
It's a pretty ok game, kind of like pokemon. So it's really no surprise that it was pirated into pokemons diamond/jade for gbc.
If you can find a pokemon diamond/jade gbc cart for less than $10 dollars I'd say it's worth buying for the Engrish.

Yeah, kinda like pokemon, except you don't catch monsters. If you win a fight with them, they give you their phone number, and you can call them to help you in fights.

I had that on my ROM collection a few years ago. Never bothered to play more than a few minutes though.
