You shouldn't need to input CC info when you create PSN accounts. I don't recall having to do it until much later when I wanted to use the PS3 store. Where are you trying to register the accounts?

Isn't their child account settings? I seem to recall there were amongst the options.

You aren't signing up for PS+ by chance, are you? That is a subscription service.
