I know they are pretty uncommon but I have heard of people finding complete ones for decent prices with a game or some included..

Depends on the time you are searching, sometimes people sell cheap but I would not buy a deck enhancer unless it comes with a game.

Yes.  It was released towards the end of the NES's lifetime, and it was a 3rd party adapter that was made specifically for that third party's own games,  You didn't see them around often.
