Is that rock? ??? Though the music has a peculiar vibe to it, I can't find any familiarity in it. What does it sound similar to?

As a Berklee College of Music trained musician and playing guitar for 20 years...

Some of these are very close and others are spot on.  This is mostly likely due (without boring you beyond belief) chord progression.  There are musical rules that need to be observed to sound correct/appealing.  Most of these do this without breaking the rules.  Some music the rules are broken and can become more interesting.  Some broken rules become staples of a genre (ie ROCK MUSIC)  Some of the NES copying Rock music  could be the Japanese love for rock music and more of an homage to it as well as newer groups doing the same to NES music.  Something are a total copy of the other while some may have "phrasing" that is similar thrown into the mix, but never a true copy beginning to end.  And some is just technique based, sounding the same due to the technique used.

The Japanese developers have done this for a long time.  ROCKMAN is based on [insert name of creator here as it escapes me]'s love for rock music.  They were called Rock and the chick was Roll, correct?  Hell look at Earthbound/Mother 2  prime example of musical homage/nod/whatever.  And unfortunately more than likely the reason we haven't gotten anything from the Big N on VC.

The new video's sound is broken, I'd definitely narrow it down otherwise.

But Sconley articulated it real nicely as of why I said such. (I'm somewhat of a music theory nut myself)

never mind, it was prolly my earphones, it just so happened when I turned the video on while wearing them, I heard static and then complete silence.

Here are the some of the ones I was like "Ehhh I can roll with that"
Smoke on the Water / Micro Machines
Fathfully / Elec Man (of course)
Easy Lover / Double Dragon 2 (as a matter of fact, the composer did admit he was influenced by this)

Rest of it, they just personal reminders of such.
