Relationship between C-Dream and Coconuts Japan

Were these two the same company?  Just a developer / publisher situation?  Does anyone know?

I read that Coconuts Japan published their games or some of them at least through C-Dream, so there seems to be some kind of close relationship. Don't know if they were in fact the same company/people.
