Can I diagnose/calibrate a FDS with my FDSLoader cable?

I have four disk systems which still wont work after a belt change. every gear is meshed in exactly the same place as before and the spindle position matches everything I have found online.

I read that you can use a copy master to set the drive speed, but I'm finding those impossible to get.
Can I use a pc with my FDSLoader cable?
