Hello!

Which is Non-Mega Man 6 (Rockman 6) Robot Masters (Cut Man,Dust Man), ??? which is the fan nationalities?

Rockman 1 and 3 Robots are made by Dr Light and Dr Willy together so their nationalities should be whatever the doctors are. Rockman 2 and probably Rockman 5 robots are made by Dr Willy on his own. Rockman 4 robots are made by Dr Cossack so I guess they are all Russian.

Note that there are some exceptions. Shadowman from Rockman 3 for example, comes from outer space somewhere and was discovered and remodelled by Dr Willy.

Only Rockman 6 robots have a wide variety of nationalities, since they are all made by different robot creators from all over the world in order to participate in the robot tournament.

Dr Thomas Xavier Light could be British, North American or Australian judging by his English sounding last name (same would go for all the misspelled variants: Right, Wright etc). I guess Xavier is Spanish though, so he could have a Spanish mother or something.

Dr Albert W. Wily also have an English sounding name since it's pronounced /waili/ but spelled with an "i", so he also probably has at least one English parent. I'm not familiar with the surname Wily, but it could just be the English pronunciation of a surname of a different origin, and Capcom just went with the English pronunciation when writing it in Japanese. Albert is a German name but it's also common in other western countries (not sure about England, NA or Australia though).

Anybody knows what the "W" in "Albert W. Wily" stands for?

For what it's worth, Light is patterned after the American Thomas Edison, and Wily is modeled after the German-born Albert Einstein. None of the robot masters from the first five games seem overtly ethnic, at least to me. And yeah, Cossack is Russian, but I don't see any overtly Russian characteristics to any of the Mega Man 4 bosses.

No one knows. I'm not sure Capcom decided on nationalities for them, that's quite trivial details. This is just our speculations based on their names.

There are conflicting answers in the canon, but if you go by information from the games themselves, Dr. Light is American, as evidenced by the fact that Megaman 8 has a globe showing the stage select, and Dr. Light's home is in the continental United States. Of course, it's very possible Dr. Light immigrated to America rather than being born there. The Japanese games all refer to him as Rightto in katakana rather than as Hikari hakase, at least suggesting that his ancestry is not Japanese.

Wily however, has no game canon nationality. The 1993 Ruby-Spears cartoon series had Scott McNeil playing Wily with a German accent, but that show got numerous details wrong from minor errors like the color of Eddie to major discrepancies like Protoman actively working with Wily and being a major antagonist. So while Wily could be German, there's nothing canon to back that up and in fact, Megaman 8 would seem to suggest that Wily isn't German.

As much as it makes me shutter, the voice acting must be considered canon, and Wily's voice has no German accent.
