I don't now if they are hacks. I think Turtles 4 is 2 turtles fighting with each other, and I don't know anything about Contra 7.
These games I don't have meanwhile but if someone wants them I can bring them easily .

You should buy them for yourself and tell us what they are. Usually Turtles 4 is just Turtles Tournament Fighters -- nothing special. Contra 7 is likely a hack, but it's hard to say for sure because sometimes the labels lie.
