That's because your operating system doesn't have Japanese support installed.
If you're using Windows 2000/XP you can install Asian language support by ticking this box:



It might ask for your Windows installation CD.

Select the third option in the middle section.  It's not full screen, but it's the largest resolution it can use.  The left button will save the settings (the right is "cancel").
