I have that game. It's just Rockman 2 with NTDEC copyrithts on the title screen. You can't select difficulty. Otherwise, game is exactly the same as Mega Man 2.

Does it work on a USA NES console?

I'm not quite sure if it works on a US NES as I tested it on a NTSC clone. Anyway, it should work with the a NES modded as other pirates. I'll test it on a original NES if needed.

That's the exact same version on that Famicom cart that has the Rockman X2 logo on it. I guess NTDEC got around.
