Time Zone Signed Box

I just got this lot of Famicom games and couldn't help but notice that the Time Zone box is signed by someone. If anyone has any knowledge of this, I would greatly appreciate it. Thanks in advance! If you need a bigger size photo just be sure to visit my blog.

That's very unusual to find a signed box rather than the cart itself. Also I've not really heard of Time Zone. Who made it?
