Does using NES games on a Famicom cause any risk to the Famicom since NES games have extra circuitry with the lock out chip? That extra current has to go somewhere, unless somehow that chip gets disabled because it's not communicating with an equivalent lockout chip in the Famicom. Would it cause the Famicom to heat up more?

Also, is there a NES to Famicom converter that would be considered "the best"?

The in-cart lockout chip doesn't do anything when plugged into the Famicom, because the famicom doesn't provide it with a clock.

Even if it did, the amount of power required to power the 10NES key is so slight that there is no need to worry.

The "Nes to Famicom" and visa versa are the same deal and it doesn't really matter where you get them, the ones on amazon are the same as the ones off aliexpress. I know there are some of the bigger names that make ones with a better looking design but most all of them are the same thing with no technical differences from my experience
