I think they're referring to the single-game pirates. Most multicarts sell anywhere from $10-30, depending on the quality of the games; single-game carts, however, only sell from between $2-10, unless you've got something particularly rare. Most people want single-game carts to be cheaper than the real thing. If licensed Rockman 3 sells for $10-15, the pirate would presumably cost less, unless it's some cool hack.
